How to Create a cartoon action figure

Hi, I am trying to create my own action figure with a picture. Is this even possible?
Can not continue with out knowing how to add a character to add movements. so what am I missing, because I uploaded an image, and saved it. That’s all I’ve got. Does anyone know the next step to add action and movement to the uploaded image. Thanks.

Is it possible to get the standalone image to move its arms and run?

To make a logo transparent using Lunapic:

  1. Go to Lunapic.com.
  2. Click ‘Choose File’; choose your logo.
  3. Click ‘Upload Now’
  4. Once the file loads, click Edit > Transparent.
  5. Click the color you wish to become transparent.

SO if your pic of a toy is surrounded by the color white, click the color white to remove it from the image.
Take an image of an arm down, then take another of the arm up.
Upload the images to piskelapp.
In the first frame upload the arm down. In the second frame upload the arm up.
